After completing 9 years as postman got promotion to PA.Now in PA cadre 5 years completed. Shall I claim for MACP

No, you can’t.  The date of joining as PA is taken as MACP and after completion of another 10 years 2nd MACP. Promotion to higher cadres is seen as direct recruitment, now base date will be your joining date in PA cadre to calculate subsequent benefits.
