The promotion to the cadre of Mail Overseer within the postal department has been a subject of specific regulations and schemes aimed at maintaining fairness and efficiency. Since the introduction of the TBOP (Time Bound Promotion) Scheme in 1983 and subsequently the MACP (Modified Assured Career Progression) Scheme in 2008, the criteria for promotion have been clearly defined.
The Mail Overseer position is not considered a promotional post under these schemes. Postmen eligible under the TBOP scheme are eligible for promotion to Mail Overseer without requiring a Departmental Promotion Committee (DPC) review. The selection process involves calling for options from eligible postmen, with seniority and suitability being key factors in determining the selection.
This system ensures that promotions are based on merit and seniority, aligning with the overarching goal of recognizing and rewarding deserving candidates within the postal service. By adhering to these guidelines, the postal department maintains transparency and equity in career progression, ultimately contributing to a motivated and efficient workforce.
In conclusion, the fixation of seniority for the purpose of promoting postmen to the cadre of Mail Overseer underscores the department’s commitment to fair promotion practices and career advancement opportunities for its employees. But I have seen, many who were just qualified as postman, were appointed as MO. Now a days, most of the people do not like the post of MO especially Seniors.
