Guidelines to regulate transfer under Rule–38 of Group ‘C’ officials, Group ‘B’ (Non-gazetted) employees in Department of Posts

According to DOP Directorate OM No.X-12/6/2021-SPN-II-DOP, it addresses the guidelines and clarifications regarding the transfer policies for Postal Employees.

1. Eligibility and Gap Requirement:
– Officials can have two Inter-Circle and two Intra-Circle transfers during their entire service.
– A mandatory gap of 3 years is required between availing the same category of transfer for the second time, unless the transfer is of a different category.

2. Transfer Request Withdrawal:
– Employees can withdraw their transfer request on the online portal at any time.
– Employees can decline a provisionally approved transfer within 72 hours on the portal.
– After 72 hours and the issue of the final transfer order, if an employee cancels the approved transfer, it counts as one used transfer opportunity.

3. Clarification on Declined Transfers:
– If an employee declines an approved transfer after the 72-hour period and the final transfer order is issued, one Rule–38 transfer chance is deducted.
– The employee can apply for the same category of transfer again without a 3-year gap.

4. Final Decision:
– The gap of 3 years is not required for availing the same category of transfer if the transfer is declined after the 72-hour period and the final transfer order is issued, but it will count as one of the transfer opportunities under Rule–38.
