Is the Sweeper of the Post Office is a Permanent Employee? What to do If He Die?

Sweeper of the India Post is not under permanent establishment. The work of the sweeper and the waterman is to be done by any person. Payment is to be done to him on time basis which is fixed by our division office time to time. He is not a regular employee of our establishment. You may look for new sweeper/waterman to assign the work, but intimate him that he is not a regular employee.
