Latest Rulings on Grant of DA to Officials during their Training at PTC after May 2024 – Residential Government Sponsored Training Programs

Based on the two memos:

  1. DOP Memo no 01-24/2027-Trg (2023):

“”Hence, the full food bill per day is to be paid to the officials/officers, as per entitlement mentioned in Table 2(E)(i) of Annexure-I of OM dated 13.07.2017. The food bills of officials/officers will be regulated based on the duration of their absence from headquarters, in accordance with their entitlement mentioned in Table 2(E)(v) of OM dated 13.07.2017.”

2. Memo No PP-22/1/2023-PAP-DOP (21st May 2024):

2. “In this respect attention is drawn to the decision no. 4 below Rule 164 of FR & SR Part-II. which provides that while government servants deputed to undergo a course/training in India, they are entitled to traveling allowance/daily allowance. If the period of training does not exceed 180 days in duration and if the pay and allowances of  the officer deputed for training have not been increased to meet the expenses of training. The is allowed traveling allowance as on tour. i.e.,

(i) Full DA for 180 days only when boarding and lodging are not provided

(ii) first 30 days full DA and next 150 days half Day. where boarding and lodging facilities exists.

In summary, the change in para-ii says it all. The first memo primarily deals with the reimbursement of food bills based on entitlements and absence duration, while the second memo outlines the entitlements to Daily Allowance (DA) for government servants undergoing training, depending on the duration and whether boarding and lodging are provided.
