In a significant update, the Department has revised the guidelines for the Limited Transfer Facility (LTF) for Gramin Dak Sevaks (GDS) vide Memo No. 17-31/2016-GDS (Pt. I). This overhaul, superseding all previous instructions, aims to streamline the transfer process based on feedback received after the introduction of online applications in November 2022.
Key Changes:
- Engagement Duration: The minimum continuous engagement for transfer under LTF has been updated from one year to two years. However, for GDS engaged before July 1, 2024, this requirement is relaxed until December 31, 2025, allowing for one year of continuous engagement.
- Mutual Exchange: The requirement for transfers under the mutual exchange facility remains at one year of continuous engagement.
- Transfer Opportunities: Male GDS can avail LTF twice during their career, while female GDS can utilize it three times, with a mandatory cooling-off period of one year between transfers.
- Transfer Levels: Transfers will only be permitted within the same TRCA level, with specific allowances detailed for various GDS roles.
- Application Process: GDS may submit transfer requests during designated online transfer cycles, with the option to apply for multiple vacant posts in order of preference. Transfers will be at the GDS’s own cost.
- Verification: All transfer applications will be processed after completing necessary verification checks, including caste, education, and police verification. Pending issues will lead to outright rejection of applications.
- Application Priority: In cases of multiple applications for the same position, priority will be given based on various factors including disability status, gender, and date of engagement.
- Submission and Approval: Applications must be submitted online, following the schedule announced by the Department. The online transfer cycle will ideally precede the engagement cycle.
- Impact on Seniority: Upon transfer, the GDS will be ranked junior in the new unit’s seniority list, with specific provisions for inter-se seniority based on the date of joining.
- Ongoing Eligibility: Transfer requests will be evaluated, and GDS already facing administrative or disciplinary action will not be considered.
