Sub: Allowance to Central Government Employees

The undersigned is directed to refer to this Department’s Office Memorandum No. 1/1/2024-E.II (B) dated 12th March, 2024 on the subject mentioned above, and to convey that the President is pleased to decide that the rates of Dearness Allowance payable to Central Government employees shall be enhanced from 50% to 53% of the Basic Pay with effect from 1st July, 2024.
- Basic Pay Definition:
The term Basic Pay in the revised pay structure refers to the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government. It does not include any other type of pay like special pay. - Distinct Element of Remuneration:
Dearness Allowance will continue to be treated as a distinct element of remuneration and will not be considered pay under FR 9(21). - Rounding Off:
Payments involving fractions of 50 paise and above will be rounded to the next higher rupee, and fractions of less than 50 paise will be ignored. - Applicability to Civilian Employees:
These orders shall apply to civilian employees paid from Defence Services Estimates, and the expenditure will be chargeable to the relevant head of Defence Services Estimates. Separate orders will be issued by the Ministry of Defence for Armed Forces personnel and by the Ministry of Railways for Railway employees. - Consultation with CAG for Indian Audit and Accounts Department:
These orders are issued in consultation with the Comptroller and Auditor General of India for employees serving in the Indian Audit and Accounts Department, as per Article 148(5) of the Constitution of India.
