What are Substantive Level and Officiating Position in DOP

One of My friend is asking what is Substantive Level in the AAO cadre of IP & TAFS, Gr B application in Point (e) in the Point No 9 where the question is.

If on MACP/ Officiating Basis, the date of continuous appointment in substantive level as in 9(d) in DD/MM/YYYY format. So to clear  the confusion just read below .

What is Substantive Level?

Substantive level refers to the official position or cadre that an employee holds, as opposed to any temporary or officiating roles they may currently occupy. There are two key terms: substantive (the original cadre) and officiating (the current acting position).

Example of Substantive Level:

Consider an official who has been promoted from Multi-Tasking Staff (MTS) to Postman and then to Postal Assistant (PA). In this case, the substantive level is PA. If this PA is now officiating as an Inspector of Posts (IP), the substantive post remains PA, while the officiating pay is for the IP role.

Real-Life Scenario:

If you joined as a PA on July 14, 2008, at Level 4 and received a MACP-I upgrade on October 1, 2018, to Level 5, your substantive level would still be PA, but you would be at Level 5 in terms of pay.

In summary, the substantive level is your official, permanent position, while officiating roles may come with different pay structures.
