Subject: Guidelines for transfer on mutual grounds to regulate transfers of Group ‘C’ officials, Group ‘B’ (Non-gazetted) officials, and Assistant Superintendent of Posts (Group ‘B’ Gazetted) – reg.

Madam/Sir,

I am directed to refer to this office letter of even number dated 10.04.2024 on the above-mentioned subject wherein it was conveyed that mutual transfer shall be considered by online mode.

  1. In response to various references received from Circles, the matter has been further reviewed, and the following instructions are issued with the approval of the Competent Authority:
    • (a) After the final allotment list is released, both employees must submit their confirmation request for extension/cancellation in writing within 7 working days to their respective Unit Head. Upon receipt, further action shall be taken by the Unit Head.
    • (b) If neither employee submits an acceptance/extension/cancellation request within this period, both will be deemed to have accepted the transfer. Subsequently, both employees involved in a mutual transfer will be relieved after a 15-day period.
    • (c) No requests for cancellation/extension will be entertained after 7 working days from the final allotment period. Employees must join the allotted unit.
    • (d) Requests for extension will be considered on a case-by-case basis, with a maximum period of 60 days from the availability of the order in the Circle/Division login. During this extension, the counterpart employee will also not be relieved. After the extension period or 60 days, whichever is earlier, both officials shall be relieved. No retention shall be allowed beyond this period.
    • (e) If one employee requests cancellation of the approved mutual transfer, the transfer of the other employee will also be automatically canceled. The employee who initiates the cancellation will forfeit one transfer opportunity under Rule-38.
    • (f) Officials approved for mutual transfer shall be relieved within 30 days of the final allotment list in the Circle/Division login, except in cases where a cancellation/extension request has been submitted. An official with pending disciplinary proceedings shall not be relieved until these proceedings conclude.
    • (g) A Standard Operating Procedure (SOP) for the relieving of officials in mutual transfers is enclosed for the guidance of Unit Heads.
