The Department of Posts, Government of India, has issued updated guidelines governing the allotment, transfer, and posting of officials up to the level of Assistant Superintendent of Posts (ASP). These guidelines, effective immediately, aim to standardize and streamline the process, ensuring transparency and efficiency. Below is a detailed breakdown of the new policy framework.


Key Guidelines and Authorities Involved

  1. Inspector Posts (IP) and Assistant Superintendent of Posts (ASP)
    • Transfer and Placement Committee (TPC):
      Composed of:

      • Chairman: DDG (P)
      • Members: Director (SPN) and ADG (SPG)
    • Approving Authority for Allotment of Circle: Member (P).
    • Transfer and Posting within Circle:
      • In regions without a dedicated region office:
        • Chairman: DPS (HQ)
        • Members: APMG/AD (Staff) and another APMG/AD, nominated by CPMG.
      • In regions under direct control of a Postmaster General (PMG):
        • Chairman: DPS (Region)
        • Members: APMG/AD (Staff) and another equivalent officer, nominated by the PMG.
  2. Higher Selection Grade-I (HSG-I) and HSG-I (NFG)
    • Transfer and Placement Committee (TPC):
      Composed of:

      • Chairman: APMG/AD (Staff)
      • Members: Two APMG/AD or equivalent officers nominated by DPS (HQ) or PMG, as applicable.
    • Guidelines:
      • Officials promoted to HSG-I posts are preferably allotted to the same region. If not possible, they may be posted in nearby regions.
      • Pending transfer requests for regional changes will be addressed before allocating newly promoted officials.
  3. HSG-II, Lower Selection Grade (LSG), Postal Assistant (PA), and Sorting Assistant (SA)
    • Allotment of Divisions:
      • For HSG-II and LSG, TPC includes:
        • Chairman: APMG/AD (Staff)
        • Members: Two APMG/AD, nominated by DPS (HQ).
      • For PA/SA (Direct Recruits), division allotment is conducted online.
    • Guidelines:
      • Promoted officials are preferably retained in the same division or nearby divisions based on vacancy availability.
      • Pending transfer requests are prioritized before assigning divisions to newly promoted officials.

Key Considerations in the Revised Guidelines

  • Preference for Proximity: Efforts are made to post officials in the same or nearby divisions/regions, maintaining a balance between operational needs and personal convenience.
  • Priority to Pending Requests: Transfer requests submitted earlier are given priority over allotment to new promotees.
  • Streamlined Decision-Making: The introduction of clearly defined committees ensures that decisions are taken at the appropriate level with proper oversight.

Supersession of Previous Orders

The provisions of earlier instructions issued under Letter No. 4-09/2011-SPG (Pt) dated March 30, 2015, and any contradictory guidelines issued before this communication, are deemed to be superseded. These new directives provide a unified framework for managing transfers, allotments, and postings.
