Subject: Temporary Down-gradation of 50% Vacant Posts of HSG-II Cadre (RMS Wing) into LSG Cadre
Sir,
I am directed to refer to your office letter No. ESA/1-6/RED/upg-down/RMS/2024-25 dated 16.10.2024, on the subject mentioned above.
The proposal was examined in terms of the Ministry of Finance, Department of Expenditure (DoE) extant instructions on creation, revival, continuation, conversion, transfer, upgradation/downgradation, and abolition of posts, issued vide their O.M. No. 7(1)/E.Coord.1/2017 dated 05.01.2024, which was circulated via this office letter No. Q/25/4/2024-PE-I-DOP dated 27.09.2024 (copy enclosed). Para 10.5.8 of the aforementioned O.M. states, “Temporary down-gradation of posts shall be confined within the same group.”
Therefore, since HSG-II (Group ‘B’) and LSG (Group ‘C’) posts fall in different groups, the proposal of the Circle cannot be agreed to.
This issue is addressed with the approval of the Competent Authority.
