The Department of Posts (DOP), through Office Memorandum (OM) No. Y-28/8/2024-PE-II(Pt), dated 17.02.2025, has outlined the revised administrative powers of Directors Postal Services (DPS) in personnel matters. These powers cover key functions such as transfers, leave approvals, disciplinary actions, pensions, and handling fraud claims.

➡️ Powers to Transfer:
✔ Full Powers to transfer officials of the following ranks within their jurisdiction:
- Inspector Posts (IP)
- Higher Selection Grade-I & II (HSG-I & II)
- Lower Selection Grade (LSG)
- Equivalent cadres
➡️ Powers Regarding Penalties & Appeals:
✔ DPS will exercise powers as per the Schedule of Disciplinary and Appellate Authorities.
➡️ Powers to Grant Leave:
✔ Full Powers to grant leave for up to 4 months to officers/officials under their direct reporting authority.
➡️ Powers to Grant Extended Leave:
✔ No change in existing powers for granting leave exceeding 4 months for officials under the Divisional Head’s authority.
➡️ Powers to Accept Resignation:
✔ Full Powers to accept resignation from any official whom they are competent to appoint.
➡️ Powers to Sanction Ordinary Pension & Gratuities:
✔ Full Powers to sanction ordinary pension (including gratuities) for officials they are competent to appoint.
✔ Subject to:
- CCS (Pension) Rules, 2021
- Instructions issued by the Department of Pension and Pensioners’ Welfare (DoPPW)/Postal Directorate
➡️ Powers to Transfer Branch Postmasters (BPMs):
✔ DPS has the authority to transfer Branch Postmasters (BPMs) on vigilance grounds to another division within the same Region.
➡️ Powers to Settle Claims of Defrauded Persons:
✔ Full Powers to settle claims of fraud cases for amounts beyond ₹25,000, as per:
- Vigilance Division Instructions (Letter No. 17-07/2017-Inv dated 05.06.2023)
🔹 Administrative Powers of Independent Directors Postal Services (DPS)
Independent Directors Postal Services (such as DPS Ghaziabad, Director GPO, etc.) will exercise the same administrative powers as Postmasters General, in line with:
✔ Orders and instructions issued by the Postal Directorate
✔ Guidelines from the Chief Postmaster General
