The Department of Posts (DOP) has issued Office Memorandum (OM) No. Y-28/8/2024-PE-II(Pt), dated 17.02.2025, revising the administrative powers of Postmasters General (Heads of Regions). These new guidelines define their scope of authority while ensuring operational efficiency within the postal network.

🔹 Administrative Powers of Postmasters General (Heads of Regions)
➡️ Scope of Powers:
Postmasters General will exercise all administrative powers granted to Chief Postmasters General, except for specific authorities such as:
- Modifying the Standard Inspection Questionnaire
- Fixing the jurisdiction and headquarters of Postal/Mail Service Divisions & Sub-Divisions
- General leave-granting powers to officers under their reporting authority
- Granting leave exceeding 4 months for officers under their jurisdiction
- Transferring officers within their jurisdiction
- Issuing No Objection Certificates (NOC) for deputation within or outside the Department
- Approving the Opening/Closure of Holiday Homes
- Approving the Schedule of Accommodation for official/residential buildings (hiring/renting/construction)
➡️ Transfer of Officers:
Postmasters General have full powers to transfer officers in the following cadres within their Region:
- Postal Services Group B
- Assistant Superintendent of Posts (ASP) and equivalent cadres
➡️ Leave Sanctioning Authority:
- For Officers/Officials under their Reporting Authority: Can grant leave up to 4 months.
- For Officers/Officials where Director Postal Services is the Reporting Authority: Can grant leave exceeding 4 months.
➡️ Additional Administrative Powers:
Postmasters General will also exercise any other administrative powers not explicitly mentioned above, as per the Orders/Instructions of the Postal Directorate issued from time to time.
