The time factors for cleaning different areas such as tables, chairs, windows, doors, inside floor area, public hall, and compound hall vary.
To calculate the sweeping allowance, the prescribed form for time calculation should be obtained from the Divisional Office (DO). If the DO is unable to provide it, reference can be made to the review file of the last calculation.
Sweepers are appointed at the initial pay level of Level 1 in the pay scale for 7.5 hours of duty. The sweeping work hours of an office should be paid proportionally based on the initial pay of Level 1 sweepers, including the applicable Dearness Allowance (DA).
Since the department has sanctioned posts for sweepers, the payment should be made as proportionate pay along with DA. The question of applying unskilled labor rates prescribed by the State Government arises only in cases where no such post exists in the department. This applies to other labor categories, such as coolies or workers engaged in tasks like water sprinkling for coolers and plants.
As per the latest Non-Muster Roll (NMR) rates (at time writing this article) issued by the District Collector, which take into account market rates, price index, and purchasing power, the wages applicable to workers not covered under the Standard Schedule of Rates (SSR) are as follows:
- Skilled Category: ₹717 per day
- Semi-Skilled Category: ₹717 per day
- Unskilled Category: ₹408 per day
Workload Calculation
- Plinth Area: 1,250 sq. ft. = 1 hour (60 minutes)
- Carpet Area + Compound Area (if applicable): 2,000 sq. ft. = 1 hour
