Subject: Issues Arising During the Special Establishment Review of Post Offices (Establishment and Income/Cost Review) Through the CEPT Online Portal

Certain postal circles have reported discrepancies in the data entered into the CEPT portal during the special establishment review of post offices. These errors, introduced by data entry operators, including SPMs, APMs, and Postmasters, were subsequently verified and approved by the respective IPs, ASPs, and Divisional Heads.

Since the establishment review has already been approved, and calculation sheets have been generated by the competent authorities, further corrections at this stage are not feasible.

While approving authorities were expected to exercise due diligence in verifying the data, it is acknowledged that this is the first time the establishment review has been conducted through the portal. In light of this, CEPT has been directed to consider requests for reversal of the review. However, such requests must be submitted by the Circle Nodal Officer along with justifiable reasons.

Additionally, all Circles and Divisions must maintain records of both the initial and revised reviews for future scrutiny. The approving authority will be personally responsible for ensuring the accuracy of the data in these cases.

This measure aims to streamline the establishment review process while ensuring accountability and accuracy in data validation.
