Rent-free quarters in the Postal Department are provided mainly for Sub Postmasters (SPMs) and Postmasters (PMs) in locations where post-attached quarters exist. These quarters were originally meant to ensure the official’s availability near the office, but over time, their usability and relevance have changed.
Eligibility for Rent-Free Quarters Allowance
SPMs and PMs posted in locations where post-attached quarters are available are eligible for rent-free quarters allowance. However, if quarters are allotted, HRA is not paid, even if the official chooses not to reside in them.
On the other hand, if no quarters are available at the post office, the official is eligible for HRA as per government norms.
HRA and Rent-Free Quarters – Case Scenarios
- If an SPM is posted where post-attached quarters are available, HRA is not granted, irrespective of whether the official stays in the quarters or not.
- If an SPM is posted where no quarters are available, they are eligible for HRA.
- If an SPM is sent on deputation to an SO with vacant quarters, rent-free accommodation may be provided, but HRA is not granted.
- If an SPM is sent on deputation to an SO where no quarters exist, HRA is paid.
Types of Quarters and Accommodation in the Postal Department
- Rent-Free Accommodation refers to any government-provided housing where rent is not charged.
- Rent-Free Quarters specifically refer to quarters provided to SPMs/PMs in post offices with post-attached quarters.
- Post-Attached Quarters are residential spaces built within or next to single-handed and double-handed post offices to ensure the presence of the SPM/PM near the workplace.
Current Issues with Rent-Free Quarters
Many post-attached quarters were built in the 1970s and have not been maintained properly. Most of them are now in dilapidated condition, making them unfit for residential use. Officials posted in such offices often prefer to stay elsewhere, but HRA is still not granted, as the quarters are considered “available.”
Additionally, many post offices have repurposed quarters for office use due to space constraints caused by Aadhaar, Passport, and IPPB services. The growing demand for office space has made these quarters impractical for residential use.
The issue of staff quarters under eSampada is another concern. Though many quarters are available in major towns and cities, the allotment process is cumbersome under CPWD, making it difficult for postal employees and retirees to secure accommodations easily.
Rent-free quarters remain a complicated issue in the Postal Department. With most of them in poor condition and underutilized, there is a need for either proper renovation or policy revision to ensure fair accommodation for employees.
