Transfer Guidelines for Group C & Group B Officials in India Post (2024 Update)

In continuation of our previous article on  Transfer Guidelines for Group C & Group B Officials in India Post (2019 Update), the Department of Posts has issued a new order dated 24-06-2024, bringing significant updates to the rotational transfer policy.

With the withdrawal of the COVID-19 restrictions on transfers, the original transfer guidelines issued in 2019 have been restored. Additionally, specific modifications have been introduced due to the merger of PA (SBCO) with PA (PO).

1. Withdrawal of COVID-19 Transfer Restrictions

  • The rotational transfer policy issued on 26-04-2023 is withdrawn.
  • The original 2019 transfer guidelines are restored.
  • Applies to:
    • Group C officials
    • Group B (Non-Gazetted) officials
    • Assistant Superintendent of Posts (Group B Gazetted)

2. Updated Transfer Guidelines for PA (SBCO) & PA (PO) in SBCO Branches

(A) Rotational Transfer of PA (SBCO) Officials

  • The existing Transfer and Placement Committee for PA (SBCO) will continue managing their transfers.
  • Transfer within cluster: Officials completing their tenure will be transferred within the cluster of Divisions based on sanctioned posts.
  • No matching replacement: If only one PA (SBCO) is completing tenure and no replacement is available, a one-year extension can be granted with PMG/CPMG approval.
  • No other PA (SBCO) posts in the cluster:
    • The official may be transferred outside the cluster but within the Region as per preference.
  • No other PA (SBCO) posts in the Region/Circle:
    • The official may be transferred to an SBCO Branch of choice, and in such cases, a PA (PO) post will be allocated to the previous Division.

(B) Rotational Transfer of PA (PO) Officials in SBCO Branches

  • Division-level Transfer and Placement Committees will handle PA (PO) transfers.
  • Ineligibility for SBCO Posting:
    • Officials from single/double-handed post offices or those handling Savings Bank counters cannot be transferred to SBCO after tenure completion.
    • Officials who worked in Savings Bank counters in LSG or higher offices within one year of tenure completion cannot be transferred to SBCO.
    • Officials linked to Savings Bank fraud or misappropriation in the last five years are not eligible for SBCO postings.
  • Mandatory gap between SBCO postings:
    • There must be a three-year gap (equivalent to one post tenure) between two SBCO postings.

3. Implementation

  • The revised transfer guidelines are effective immediately.
  • All concerned officials must adhere to the new rules.
