The Ministry of Finance, Department of Expenditure, has revised the time limit for submitting Travelling Allowance (TA) claims under General Financial Rule (GFR) 2017. Below are key points and frequently asked questions (FAQs) to ensure clarity on the new guidelines.

1. What is the revised time limit for submitting TA claims?

As per Rule 290 of GFR 2017, the time limit for submitting Travelling Allowance (TA) claims has been reduced from one year to sixty (60) days succeeding the date of completion of the journey.

2. Which types of TA claims are affected by this rule?

The revised time limit applies to the following:

  • Tour Allowance
  • Transfer Allowance
  • Training Allowance
  • Journey on Retirement Allowance

If a Government servant fails to submit the claim within 60 days, it will be forfeited or deemed relinquished.

3. How does the time limit apply to family members traveling separately?

For journeys performed separately by an officer and their family members, the 60-day period is calculated separately for each journey.

Similarly, for transportation of personal effects and conveyance, the 60-day period starts from the actual delivery date at the new station.

4. How is the date of submission determined?

Category Date of Submission Considered
Officers who are their own Controlling Officer The date the claim is presented at the Treasury/Cash Section.
Officers who are not their own Controlling Officer The date the claim is submitted to the Head of Office/Controlling Officer.

For claims submitted to the Treasury after 60 days, the submission date to the Head of Office/Controlling Officer will be considered, provided it was submitted within the prescribed time.

5. What happens if a TA claim is delayed beyond one year?

If a TA claim remains pending for more than one year, the Head of the Department must investigate the reasons for the delay. If satisfied with the genuineness of the claim and supporting documents, the claim may be paid by the Drawing and Disbursing Officer (DDO) or Accounts Officer after necessary checks.

6. Are these rules applicable to Leave Travel Concession (LTC) claims?

No, these rules do not apply to LTC claims, as LTC is governed by separate rules under DoPT.

7. From when are these revised rules applicable?

These orders are effective from the date of issue of the Office Memorandum (OM) dated 13 March 2018.
