New Date of Birth Rules for Passports 2025

NOTIFICATION
New Delhi, the 24th February, 2025

G.S.R. 156(E).— In exercise of the powers conferred by Section 24 of the Passports Act, 1967 (15 of 1967), the Central Government hereby makes the following rules further to amend the Passports Rules, 1980:

1. Short Title and Commencement

  1. These rules may be called the Passports (Amendment) Rules, 2025.
  2. They shall come into force on the date of their publication in the Official Gazette.

2. Amendments to Schedule III of Passports Rules, 1980

In Schedule III, under Section (IV) related to documents required for passport applications, in Paragraph (A) Passports, under Sub-paragraph 1, Clause (b) Proof of Date of Birth shall be substituted as follows:

(I) For Persons Born Before 1st October 2023

Applicants must submit any one of the following documents as proof of date of birth:

  1. Birth certificate issued by the Registrar of Births and Deaths, Municipal Corporation, or any other authority empowered under the Registration of Births and Deaths Act, 1969 (18 of 1969).
  2. Transfer certificate, school leaving certificate, or matriculation certificate issued by a recognized school or educational board, mentioning the applicant’s date of birth.
  3. Permanent Account Number (PAN) Card issued by the Income-tax Department with the date of birth.
  4. Extract of service record (for Government servants) or Pay Pension Order (for retired Government servants), duly attested or certified by the officer in charge of the concerned Ministry/Department, mentioning the date of birth.
  5. Driving licence issued by the Transport Department of the respective State Government, containing the date of birth.
  6. Election Photo Identity Card (EPIC) issued by the Election Commission of India, mentioning the date of birth.
  7. Policy bond issued by the Life Insurance Corporation of India (LIC) or other public insurance companies, containing the date of birth of the policyholder.

(II) For Persons Born on or After 1st October 2023

Applicants must submit a birth certificate issued by the Registrar of Births and Deaths, Municipal Corporation, or any other authority empowered under the Registration of Births and Deaths Act, 1969 (18 of 1969).

4. Background and Previous Amendments

The Passports Rules, 1980 were originally published vide G.S.R. 691(E) dated 11th December 1980, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), and were last amended vide G.S.R. 675(E) dated 15th September 2023.
