Key Instructions:
The Department of Posts has reiterated the transmission guidelines for unaccountable mail as per PO Regulation B5(1) & B5(2).
What is Unaccountable Mail?
Unaccountable mail includes all postal items for which no delivery records are maintained, such as ordinary letters. These items are not time-sensitive and follow the most efficient and cost-effective means of transportation.
Modes of Transmission for Unaccountable Mail
Unaccountable mail shall be transmitted using surface transport, with exceptions in specific geographical constraints. The prescribed modes are:
1️⃣ Rail Transport:
- Ordinary articles for long-distance transportation shall be sent via rail networks.
2️⃣ Road Transport:
- For intra-city movement, ordinary articles shall be dispatched via Mail Motor Services or contractual vehicles.
3️⃣ Air Transport (Exception Cases Only):
- In special cases where geographical constraints exist, air transport may be used, subject to approval on a case-by-case basis.
Important Directives:
✅ No First-Class Mail Concept:
- All unaccountable mail must be sent via the prescribed surface transport modes, except in the exceptional cases mentioned above.
✅ Compliance Requirement:
- Postal authorities are directed to ensure strict compliance with these transmission guidelines and report adherence to the Directorate.
