Department of Posts Issues Revised Instructions for Enrollment of New Members in Service Associations
The Directorate has released fresh guidelines regarding the enrollment of new members in recognized service associations within the Department of Posts. These instructions aim to streamline the process and ensure transparency in how government employees can join or withdraw from staff unions and associations.
The order reiterates the rules already laid down under Rule 5(b) of the Central Civil Services (Recognition of Service Associations) Rules, 1993, while also laying down clear timelines for action.
When Can New Members Join a Service Association?
According to the latest clarification:

Enrollment of new members is permitted only once in a financial year.

The prescribed joining form must be duly filled and signed by the employee.

This form must be submitted between 1st April and 30th April of the year.
Once submitted, these forms are considered valid for processing by the Drawing and Disbursing Officer (DDO) to initiate subscription deductions.
Joining Form and Subscription Deduction
The prescribed membership form must clearly mention:

Name of the service association

Employee’s details (name, designation, employee ID)

Employee’s signature with date
This form authorizes the DDO to begin monthly subscription deductions from the employee’s salary for the association named in the form. These deductions will continue until the member withdraws consent following the correct procedure.
How Can a Member Withdraw?
If an employee later decides to discontinue their membership, they must:

Submit a written request for withdrawal to the DDO

Ensure the withdrawal letter is received between 1st July and 31st July only
Outside of this one-month window, withdrawal will not be entertained.
The withdrawal becomes effective from the month of October of the same year.

Only recognized associations approved under the CCS (RSA) Rules, 1993 are eligible for payroll deduction of membership subscriptions.
